Trump announces news conference at U.S.-Mexico border within three weeks

An 11th-hour rescue mission by Republican senators to stave off an awkward defeat for President Donald Trump on his declaration of a national emergency at the Mexican border, and to protect themselves from a politically dicey vote opposing him, seemed to collapse Wednesday. Lee said on Wednesday the White House had subsequently made clear his bill did "not have an immediate path forward" and he hoped it could be the "starting point for future work".

He said the proposed measure would apply "prospectively", not to Trump's current border emergency.

The disapproval resolution has already passed the House.

But without Trump's support, it's unclear that Lee's legislation will give GOP senators the comfort level they are looking for to back the president on the emergency declaration. That would give Republicans who are uneasy about the constitutionality of the February 15 declaration - yet nervous about publicly rebuking Trump - some political cover to side with the president.

As the White House and GOP senators sought a compromise on curbing a president's power to unilaterally declare such emergencies in the future, Pelosi said Wednesday that the House would not take up that legislation if it passed the Senate.

"I think they're both important constitutional issues", Paul said Thursday.

He added, "For decades, Congress has been giving far too much legislative power to the executive branch".

Although four Republican senators have already announced they will vote to nullify the president's emergency declaration, one of them - Sen. Since the Democratic-run House voted last month to block Trump, Senate passage would send the resolution to the White House, where it would face a certain veto. Under a 1976 law, presidents have wide discretion in determining when a national emergency has occurred.

The U.S. Congress is on the verge of issuing a sharp rebuke to Trump over his declaration of an emergency at the border.

A vote on Lee's plan was expected after Congress returns from a recess later this month. Presidents have never before declared an emergency after Congress voted to deny them money for the same objective.

Lee had introduced a second measure that would end future emergency declarations after 30 days unless Congress votes to extend them.

The strongest chance of blocking Trump's border emergency is likely several lawsuits filed by Democratic state attorneys general, environmental groups and others.
