Most of the shootings happened on Sunday with 30 people shot. Still, anti-violence protesters have blocked freeways to voice their outrage. Last Thursday, a so-called anti-violence march shut down Lake Shore Drive to demand that the CPD hire more black officers and that City Hall spend more on social programs in the black community.

The Chicago Tribune, citing police records, said 25 of the 31 victims were shot during five multiple-injury attacks over less than three hours.

Police arrested 46 people over the weekend for gun-related offenses and seized 60 firearms, adding to the total of 5,600 firearms seized in the city to date.

Chicago has recorded more than 300 murders in 2018, more than any other US city. Giuliani falsely stated that there were "63 murders" in Chicago this weekend, despite the reports that 63 were wounded and 11 killed.

CPD said the majority of the shootings took place in the six, tenth and 11th districts and that gunmen shot into large crowds.

Still, Chicago has recorded more than 300 murders this year, the most of any American city - though it trails several other cities in per capita terms.

"We work hard with the detective division, we work hard with the states attorney's office to ensure these people, if you do come forward and testify, it's our obligation and responsibility to keep you safe", Johnson said. The victims range in age from 14-years-old to 35 years-old. The violence prompted Rudy Giuliani to enter the fray with a series of tweets backing Garry McCarthy, a former Chicago police chief who hopes to unseat Mayor Rahm Emanuel.

"We have a heavy heart", Emanuel said at a news conference today.

The shooting with the most victims left eight people wounded in a South Side neighborhood after a group of men walked up to the eight people standing in a courtyard and opened fire, the Sun-Times reported.

Emanuel says the weekend shootings were concentrated in just a few neighborhoods on Chicago's West and South Sides, in areas where street gangs are entrenched.

Access to Stroger Hospital was tightened. "We are a better city".

Waller said that despite the weekend's violence, shootings in the city are down 30 per cent from 2017, and murders are down 25 per cent.

The police chief emphasized an oft-repeated criticism by city officials that repeat gun offenders receive sentences that are too short and are able to quickly return to the streets to commit more crimes - believing they will not face serious consequences.
