Russian Federation and China have the relatively closest diplomatic relations with insular North Korea, which poses a nuclear threat to its neighbor South Korea and that country's allies Japan and the U.S. The UN resolution seeks to ban almost 90 per cent of refined petroleum exports to North Korea by capping them at 500,000 barrels a year.

The United States announced sanctions on two North Korean officials behind their country's ballistic missile program on Tuesday, while Russian Federation reiterated an offer to mediate to ease tensions between Washington and Pyongyang. 29 test of an ICBM that Pyongyang said put all of the US mainland within range of its nuclear weapons.

"I think the first step forward should be done by the party which is mightier and which is smarter, and we've held that there are people in the USA who believe the situation should be resolved through diplomatic means", he said in an interview on RT.

"Russia is ready if both sides need it and want it", Peskov said. -North Korea diplomacy "hit historic lows" in 2017 under President Donald Trump and Kim Jong Un, "even when accounting for tenure in office". Diplomatic relations between the USA and North Korea are at historic lows.

In a statement carried by the official KCNA news agency, North Korea said the United States was terrified by its nuclear force and was getting "more and more frenzied in the moves to impose the harshest-ever sanctions and pressure on our country".

Another State Department spokesman, Michael Cavey, said Washington remained open to talks, but the onus was on North Korea "to take honest and meaningful actions toward denuclearization and refrain from further provocations". "That is, there is a correlation between periods when the U.S.is at the negotiating table with North Korea, in a bilateral or multilateral setting, and a decrease in DPRK provocations".
