According to Harris County deputies, the child was found about 5 a.m.in a grassy area at the Bridges of Cypress Creek apartments.

Investigators said a resident at the complex, who was on his way to work, heard a baby crying, looked in a flower bed and found the newborn covered in ants and other debris.

Peterson lifted the baby off the ground, cleaned and swaddled her and called police.

The 21-year-old mother was taken into custody and is undergoing psychological and medical evaluations. The girl's mother has not been identified but officials are determining if she should face charges. The baby was taken to Texas Children's Hospital in The Woodlands for treatment. However, on closer inspection Peterson discovered a newborn baby girl, coated in dirt and covered in ants - even in her ears - and lying in the flowerbed.

Police officers said they were thankful the baby was found alive.

A disturbing video shows the moment a man discovered a newborn baby dumped in a bush, covered in bugs and crying while she lay on the ground with her umbilical cord still attached.

The detectives went up to the door and knocked, but the people inside refused to open the door.

Harris County Deputy Thomas Gilliland said: "Had this neighbour not been here, we'd be looking at a homicide".

The say the mother admitted to delivering the baby inside the apartment and was examined by paramedics.

Peterson found the newborn baby girl as he was leaving his apartment, which is located in the 17700 block of Red Oak Drive in Houston's northside.

The child will be taken into temporary custody until a relative can be found to take care of the baby, a Child Protective Services spokesperson said.

"It's like they just left the baby out there like it was trash", Baldwin told reporters from KTRK ABC13.

The mother was also taken to a nearby hospital, to be checked out.
